Chinese citizens indictment connected to fatal drug overdoses in Putnam County

The U.S. Department of Justice indicted three Chinese citizens with multiple charges involving the delivery of synthetic opioids that led to fatal overdoses, including one in Putnam County. According to the Tri-DENT drug Task Force, they and Putnam County officials assisted in a multi-year investigation that included local, state and federal agencies throughout the U.S. According to the DOJ and Tri-DENT, synthetic opioids were allegedly being sent from China to Pennsylvania and distributed throughout the U.S. The investigation led to three men, Deyao Chen, Guichun Chen and Liangtu Pan, who reportedly went by the alias “Alex”, to operate websites located in China, offering controlled substances for sale. All three men have been charged by indictment with conspiracy to import controlled substances, conspiracy to distribute controlled substances, and distribution of a number of powerful synthetic opioids, a total of 64 counts.
