Spring Valley Council addresses utility tax loss on Walmart solar garden

SPRING VALLEY – Spring Valley is looking into taxing Walmart for its proposed solar garden. Recently, the Walmart Distribution Center notified the city that they are planning to build a 15-acre solar farm. In a council meeting on Monday night, concerns of utility tax loss were addressed and how the city should pursue charging fees. City Attorney, Jim Andreoni says there may be authoritative issues because Spring Valley is non-home rule. He says he’ll reach out to the Illinois Municipal Electrical Association, who represents communities that have their own electricity. Council approved the ordinance to grant the Walmart Distribution Center a special use and variance request. A legislating committee meeting will be held next week Wednesday to discuss the notion.
